Indeed, for government bureaucrats, bugs are the desired outcome. Each one "found" drives an increase in the budget for bug spray.

Years ago, when i was in the Navy, I recognized something like this. A Technical division seemed to aggrandize its control and decision-making over operational divisions. After all, the support division had greater technical expertise than the operators, went the argument. At that low level, the effects were not seismic, and both time (decades) and informational security limit my ability to provide specifics, but even I could perceive the propensity of organizations to grow as an integral feature of their existence.
