Financial incentives do play a part in this, as well as the reassertion of cultural confidence. Schools and entertainment must be required to provide positive content rather than the relentlessly negative,and the removal of green apocalypse messaging would help that. At the same time support for self harming and civilisational nihilist behaviour has to be removed. Give social and financial incentives to have kids, and remove social and financial support for not having kids, but focus this all ok your own population rather than imported ones.

I choose to continue to believe in Herb Stein's Law - if something cannot continue, it will stop. This path we are walking cannot continue - the end is the end. I think we have been forced to drink from the poisoned chalice of hatred of everything human - a veritable modern Dark Ages - and we are due for an age of renaissance where we will discover the beauty of being human.
I just hope that when that Renaissance comes along - 500 years from now - that its new literature, renewed sciences and culture are still expressed in English and not Arabic!
Maybe Tenno (His Imperial Majesty) should just issue a Rescript ordering the young people of Japan to marry and procreate? In the past this avenue worked for ending the Pacific War and forcing His obedient subjects to ratify the post-war democratic constitution. Grant every couple who produces two children the Order of the Rising Sun!

The thing you didn't mention is WOMEN IN THE WORKPLACE!!! IMO, that drives role changes that, for men, are a significant self-image problem.
