Given the current (media propaganda driven) division among Americans, my concern with your recommendations, which I generally agree with, is this condition, "with appropriate levels of safeguards". My fear is that those safeguards will not protect truth seeking folks like you and me from the "threat to democracy" crowd if the majority, for whatever Orwellian reason, deems us unfit and decides that we are the whackos and tries to place us into those (badly needed) institutions. For example, if my neighbors were to discover my Substack articles, I'm pretty sure they might deem me a threat to their "democratic" way of life. Hope that makes sense.
